Announce with a clear reason, phase the change, guarantee seating before you mandate days, and publish the utilization data you are using. Surprises and uncertainty about desks are the two biggest causes of backlash.
Most organisations land on two to three days with at least one shared anchor day per team. Start with the lowest number that achieves your goal and review before increasing.
Check peak-day desk utilization before you announce. If peak demand is under about 70% of desks, booking with check-in and auto-release is usually enough to guarantee seating at a three-day requirement.
